"Once again the Brussels' producer delivers the goods with two dirty, funked up prime techno cuts. Hot on the heels of the Casual Care EP this new two-tracker presents another example of Van Hoesen's highly personal approach to techno music. 'Empire In Decline' is fueled by relentlessly repetitive metallic percussion, providing the main rhythmic and melodic parts of the track. Strands of white noise try to escape the kick drum's pressure, expertly assisted by a pair of shuffling hi-hats. The precise shuffle of 'Empire In Decline' provides ample room for the funk to come out and wrap itself around your waist. Dark, dirty and destined for loud playback. 'Third Piece' develops a slightly different approach, presenting a gritty percussive approach that's at once menacing and inviting. It doesn't waste any time to get down to business, starting off with a full-on groove that builds and builds and builds. Halfway through the track there's a hint of a melody creeping in, sustained by a rolling bassline that pushed things ever forward. At all times a gritty percussive presence tends to break out of its cage, providing 'Third Piece' with a dose of highly-charged techno-funk tension. "Brussels-based duo Yves De Mey and Peter Van Hoesen return to Time To Express for the label's sixth release presenting three varied techno tracks under their Sendai moniker. The title track 'System Policy' features a continuously evolving layer of dubby chords, carefully placed in a rich, resonating musical space. At first it seems appropriate to call it dub techno, but crisp percussion and a keen ear for arrangement lend this track an extra dose of funk. On the flipside 'Below K-pun One' is a classic Time To Express track, aimed directly at a willing crowd in a dark and sweaty venue. A deep kick drum and rolling bassline team up with industrial-sounding percussion, twisting and turning to full effect. Finally, Peter Van Hoesen takes on remix duties and warps 'System Policy' into a slow, grinding and moody track. He adds a touch of melancholy to the original, certainly his most melodic work until now. Soft, distant pads (played by Donato Dozzy) join the original chords and percussion, while a funky bassline references Peter's previous remix for Sendai's 'Sustaining The Chain.'
